No rights after a user delete

A user was deleted by someone after having an issue with a
login. The files in My Documents were deleted as well.

They have since recovered the files in this folder and
they are visible, but nobody can open the docs - not even
Administrator.

How do they recover the rights or assign new rights to
this folder or files?

First try to take ownership and then change permissions. If files were
encrypted, that may explain why they can not be opened. Check file
properties/advanced or use cipher.exe to check for encrytption. --- Steve
