No right click context menus

I have lost the ability to right click on the desktop or
browse programs box. The hard drive thrashes and redraws
the desktop and icons, for example, if I right click the
recycle bin, instead of a menu appearing, I have no
control with the mouse for 10-15 secs, the desktop
redraws and each icon redraws, and the taskbar redraws.
Any ideas????
 
If no shortcut menu appears and the menu flashes, the Enable Dragging And
Dropping check box has been cleared. This option enables shortcut menus and the
drag-and-drop capability.

To enable the option, right-click the Start button, choose Properties, and then
click Customize. If you're using the default Start menu, click the Advanced tab
and then, in the Start Menu Items box, select Enable Dragging And Dropping.
(If you're using the classic Start menu, the option appears in the Advanced
Start Menu Options box in the Customize Classic Start Menu dialog box.)
 
Thanks for the suggestion, but the drag and drop menu is
checked. As a matter of fact, when I right click the
start button, it reacts with the redraw enumerated in my
original post. If, on the other hand, I right click next
to my picture after left clicking the start button, I get
the properties box. Any other ideas. I've already tried
the context menu reg file from Kelly's Corner, and that
didn't work either.
