No Program Tab in Internet Options

I want to change my default e-mail program. The
information in Help tells me to go to Tools/Internet
Options/Program Tab to make the change. However, I have
no Program Tab in Internet Options. Is there a way to
restore it? I recently lost my General Tab and was able
to restore it, but I don't remember how.
 
Do a Google search and you will find postings similar to the following:

This likely has nothing to do with your browser itself.
It routinely occurs when your using an application like Norton Internet
Security,
AdSubtract Pro, Guidescope, Proxomitron, Webwasher, and the like to block
Browser/User Agent information.

As a result a website can't identify your browser, and therefore assumes it
is an
unsupported version or type.

Or do you happen to be behind some kind of anonymizing proxy that masks
User-Agent
information?

Also, open your registry, and drill down to
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\Internet Settings\User
Agent\Post
Platform

Is there a 'Version' value in the right hand window that contains faulty
data?
