Please help!

I tried to upgrade the ram and did not seat it well. now the putor
don't work. Did I fry the CPU or the motherBoard? Can I just find
the wires from the power supply to the electronic switch on the
motherboard and short them or add a normally on switch. I realise it
would cause the computer to not be able to shut itself off. But would
it even boot up? The Computer is a HP 1703a with AMD sepron CPU
and card readers instead of the 3 1/2" floppy drive.

You most likely shorted a voltage regulator on the mainboard. As this is
HP, your cheapest solution would probably be to buy a new computer. That
is, IF my guess is correct that the mainboard is toast now. -Dave
