No power to Acorp 7kt400A

I am just installing a Acorp 7KT400A and I am having a lot of problems with
it.

I am installing it with a Athlon XP 2400+ and 512 MD DDR RAM.

Now the problem is that I can't get it to power up!

The first 5 times or so that I tried, the CPU fan started spinng for just
about 1 sec, then stopped...when I turn it on now, the only thing that
happens is that the PSU starts to run. I have tried removing everything -
RAM all PCI cards - everything down to the motherboard. And it seems there's
somekind of connection because it reacts when I press the on key - so it
can't be fried or? (Please no!!)

However it doenst look good - when I try plugging the CPU fan in the CPU fan
connector, it still doens't do a thing - no power! Nothing happens.

I have tried another PSU (and I know both of them are working fine),
resetting CMOS and using artic silver on the CPU. So I know the CPU doesnt
overheat.

One more thing (the worst - maybe). I am absolutely not sure, but it seems
that one time when I turned it on, it smelled a little like something
burning (you know burning plastic)...I am really not sure...also because
when I unplugged everything and looked nothing seemed wrong...and the CPU
wasnt even hot or anything. So what I wanna know here is, IF I really did
smell something burning...I guess the board (or CPU?) is history, right?

But please give me suggestions as to what might be wrong!
 
try with the mobo outside of the case. Sounds like it might be shorting to
the case. Might have to use some plastic standoffs.
 
But the motherboard has some power? I mean when I turn it on the green light
of the case lids and all?

Also the PSU is going....well I am gonna try it....I just tried with another
CPU - and it made no difference...
 
The problem seems to be that the motherboard somehow wont recognice that
there is a CPU? Is tjust ignored it so to speak...very weird...
