no POST, can't boot into BIOS

Hi,
I've just bought a new motherboard and CPU, I am sure
they are compatible, and everything has already plugged
in correctly, but how come there's no POST, no beep
sound, and can't even boot into the BIOS, the whole
screen is blank?
And I checked that everything connected correctly, and
someone said "Pull the lead for the reset switch". It
doesn't work either. And I got 2 new motherboards, I
tried both, but none works. Confused??? Thanks.

Does the fan inside your power supply come on? If not it is either not
getting power or there is something wrong with it. If the fan does come on,
double check to make sure every single device is connected properly and that
your memory is seated firmly.
 
I would suggest posting in a hardware group as your problem is not related to XP, the alt.comp groups are quite active.

I tried to disconnect everything, just install the CPU,
fan and RAM onto the motherboard, normally, it will boot
into the BIOS, but this time the fan is on, the whole
screen still stay blank.... so what's going wrong????

Check your components in another computer to make sure they work, especially the memory.

Actually, if the Ram doesn't work, it will still pass
the POST and the BIOS, isn't it? I remember that there'll
be few beep sound if the Ram doesn't install correctly,
but this time, it doesn't sound at all, the screen still
stay blank....

Only if enough of the ram works to allow a program to run to make the beeps. It's not so much faulty ram but RAM the computer can't cope with - the wrong RAM for that machine.

Its evident that you did not read the manual for the motherboard. some newer
mother motherboards have a jumper preinstalled to clear the CMOS, it has to
be removed. It will be in the manual.
 
Usually not but can't be ruled out, but it would be very rare (rare for anything modern but esp rare for memory). Your MB may be broken. Or the CPU, or power supply. The power supply gives permission to the CPU to start booting (after the PS is sure that it is providing stable voltage). It holds down the reset button until the voltage is stable.

Do you have diagnostic lights on your MB. What does your manual say? With MB all are different. You need the manual. Check the video cards is properly seated (almost seated can cause this).
 
a no post is caused by or can be by:
video card not seated properly
PSU sending bad voltage
bios battery on MB bad
try checking these simple things first...
