No phone option from Messenger.

I have lost the "make a phone call" option (VOIP) from
the Actions drop down menu in MS Messenger. It no longer
appears there as an option.

How I can I retrieve this capability? It seems to have
disappeared when I downloaded the latest version of MS
Messenger.

As far as i know that option was taken out of messenger
