no peformance and maintenance

When I go to control panel there is no perfprmance and maintenance how do I
recover this?
 
I assume your folders are set to classic view. Open Control Panel, go to
Tools, select Folder Options, under Tasks on the General tab, select "Show
Common Tasks in Folders," click apply and ok.

If you still do not have "performance and maintenance" after following
Michael's advice, look for a link in the top left hand corner of the
initial Control Panel screen that says "category view" and click it.
