no outgoing mail except replies

Milo.

Something odd is happening today.
If I send someone a new note, they don't ever get it, even
though it goes through my outbox and into the SENT
folder. But if I do a REPLY to a note, they get that.
Tried forwarding a note; that didn't work either.

Since I must be connected to the net for replies to work,
what could be causing new notes to fail?

I tried writing to a friend, to myself on AOL, and even
just cc'ing myself. Nothing is ever received if the note
is new.
 
Milo, beginning this morning, I am unable to send, even
though Norton Anti-virus scans the message, it appears in
the Sent Item folder. Outlook 2003 on Win XP Pro. See my
more detaile post a couple of hours earlier. Chuck Davis
 
Hey, I've been spending all day working on the same problem with
Outlook 2002.

In fact here is what I posted to another group a while ago: (no

I'm experiencing the most unique problem with Outlook 2002.

I can reply to a message, forward a message, but can not send a
new message. All indications are that the message was sent, but
the intended party never receives a message. (I've tested with
various recipients, including my own accounts.)

There are a couple of more interesting tidbits. I can use the
"Test Account Settings" button under the account setup, and it
successfully passes each test. In other words, it seems that I
have the correct pop3 and smtp servers configured. I do indeed
recieve the test message that is created using this function.

In addition, I can successfully send messages from Outlook
Express on this same system, using the same account.

After a few problems with un-installing, I've done that, and
reinstalled Office, and I've installed all patches.

I'd be interested to know what anyone comes up with...
 
I have finally solved the problem. Two 1/2 hours with a
Microsoft Tech Rep. The problem resolution required
setting up a new user: Start > Control Panel > Mail, then
choose E-Mail Accounts. Set up another (using all of your
current settings) and then Import all Personal Folders.
Depending on the amount of stuff that you have
accumulated, it takes several minutes.

Yes drgerm, I use cox.net and the problem started shortly
after their early morning SMTP server problem on 12/30.
Their bulletin to tech reps was about 10:00 EST.
 
I suspect that the problem was on Cox's end, and that the reason that things
are now working is that Cox fixed a problem while you were on the phone with
Microsoft. Creating a new profile should not have fixed the problem you
were having.
 
Jeff, I'm just an interloper in this string, but I'm
haveing a similar problem.

I turned on the Enable mail logging. I closed and
restarted Outlook 2003.

I have executed a search for hte OPMLOG.LOG file and
found none. Repeated after seveal attempts of sending
email.

My wife computer using Outlook 2000 on the same router
and therefore SMTP server can send without a problem.
Both run Win XP Pro.

You are right. I have tested the connection to the server
with the CMD telnet smpt.west.cox.net 25 No response.
I then called Cox and their technician says that they are
still having problems with both the SMPT and POP servers.
There is no estimate of when the problem will be resolved.
