No New Folders

When I open Windows Explorer and drop down the 'File'
menu, it no longer gives me the option 'NEW' with the
subfile menu of 'New Folder'. If I change the window
view to include folder options it shows 'create new
folder' but will do nothing when I select it. Has anyone
else had this same problem? Is the only solution to
reinstall my operating system? (XP Home)
 
The New menu itself is missing?

Type regsvr32 /i shell32.dll in Start, Run dialog.
