Could this be a sign that .NET is a massive flop?!

Not really - just that MS didn't want to add a large extra item to the
amount to be downloaded.
Note that .NET 1.1 SP1 *is* on the CD version
of SP2.
C# Learner said:That was my initial reaction too. Then I looked at the figures:
SP2: 266 MB
dotNET runtime: 23 MB
Hmm...
Where did you get that size from though?
I gather that what is going to
be downloaded by Windows Update may well be significantly smaller than
that.
C# Learner said:That's the size of the download for IT professionals and developers (

Hmm... I hadn't considered that.
(I don't know whether or not the version from that page includes .NET
1.1 SP1 - it may do.)

Note that the version of .NET 1.1 on the XP SP2 CD is an interim TP build
NOT the final SP1 version.
The final version will be available for download in September.

I'm affraid I am :-( at least according to [1] James Vastbinder (MSFT) andI could imagine that what was on the CD might be the real SP1, but they
still need to bundle it into one installable file.
I certainly *hope* you're not right

A smaller,
more appropriate download is now available on Windows Update.
