Try opening IE, clicking on tools, options, advances, scroll and find (and
untick) the option to re-use the same window for launching shortcuts. You
could also have a BHO such as the Google or Yahoo! toolbars that could be
blocking it.

Hi,
If Yahoo toolbar is listed in add/remove programs, uninstall it.
If you're sure that another program isn't causing this, these links should
help.

Check your mail - I responded to the email you sent to me. Basically, ironic
enough, it was much the same. Check for toolbars such as Google or Yahoo!
and uninstall them or disable their popup blocking. Do you have third party
popup blocking installed? Perhaps with your internet security suite?

It can also be caused by Yahoo Companion, Google toolbar, MSN toolbar, a
firewall,
Earthlink (or another pop-up blocker) My IE2 (a shell for IE) etc.
Yahoo Companion is a very common cause.

You'll have to turn off the feature that's blocking new windows or, perhaps,
uninstall the program (especially uninstall Yahoo Companion).

With some programs of this type, using Ctrl+click or Shift+click will allow
a new window.

If you're *sure* that another program isn't causing this, these links may
help.
