no monitor in device manager

Doing this from safe mode...

Windows XP Pro seems to boot normally, except that I can't
see anything. During boot, I get a message from my monitor
telling me the refresh rate is below recommended settings.
I can't even get the monitor's menu when booted into
Windows normally.
In Device Manager, there is no category for Monitors, as
there should be. Display Adapters category lists my video
card normally. I've tried a different video card and a
different monitor with the same result. I tried the
monitor on a different computer and it worked fine.
Yesterday everything was working normally, and I haven't
changed anything.
 
Start in safe mode and change refresh rate. Right-click
on desktop -> Properties -> Settings -> Advanced ->
Monitor... here you can set the refresh rate to 60 or
more... not above 85 unless you have a 19" monitor.

Tried that. Can't. The only option under refresh rate
is "use hardware default." I tried downloading and
installing a .inf for my monitor, but nothing happens.
Ditto for generic monitors.
