No Modem found if OFF at powerup

If I start Windows XP with the modem OFF, I have to run
the Start -> Settings -> Control Panel -> Add Hardware ->
Next -> Yes... -> Next and highlight the Sportster modem
to use the modem, that is, it is not plug and play.

If I restart the computer (P4 2.8G) with the modem turned
on, without having it "found" previously, the modem is
not found until the above procedure.

Why no plug and play detection?
 
SOP - Standard Operating Procedure for NT OS's (NT, 2k, 2k3, XP) - why load
drivers for devices that are not present. If you want to use the modem,
turn it on before powering up the PC.
