no logon to terminal server when there are more than 30 to 35 user

Windows 2003 Server Enterprise Edition with Terminal Server - 55 licences

when there are 30 to 35 terminal client on Terminal server, it is not
posible for new users to logon to terminal server. When some users log off
then this users with problems can connect unitl there are again 30 to 35
users.
