I have been working with this problem on and off for the
last 2 months. It only occurs once in a while, sometimes
when the DC is restarted it begins to work again. But the
next day, it fails...

If this is an AD environment, then my initial thought is that you are
possibly using an ISP's DNS server in your IP properties. This can cause
numerous errors, too many to list, but one of them is what you;re
experiencing. AD stores it;s resource and service locations in DNS and
whenver a client requires a logon server or to load GPOs, etc, or a DC
requires a service in AD, maybe for replication, etc, it first queries DNS
and gets the info from there. If using an ISPs DNS, that guy doesn;t have
the answer.

If this is the case, the recommendation is to remove your ISP's DNS
addresses from your DCs and clients, only point to your own internal DNS
server, and use a Forwarder for efficient Internet resolution. If the
Forwarding option is grayed out, delete your Root zone. Both of these steps
are outlined how-to in this article:

Hope this helps.
