I have been looking for the .dll that is causing you some troubles and I
cant find anything similar around for determining what program it belongs
to.
So, one of the two, you have copied it in a wrong way or is a unknown
malware or something similar.
I will recommend you to reset IE so the files are replaced and should work
again.
IE--> Tools' Menu--> Advanced Tab--> reset
If it still not working, you can reinstall IE from zero.
If you are still having problems after that it is probable that you have
some malware-virus around so get a good antivirus and antispam.
At the end, you can make a repair installation of Windows, boot from the
original cd and when promted, enter, f8, and then R, this will copy all the
original files of your system so you will get a fresh operating system and
all your data and programs will remain.
