No Internet data flow

I am experiencing a strange situation where I can connect
to the internet OK but I cannot get any data flow.
I cannot get any web pages in IE and no luck with email in
OE.

I have removed all of the connections ans reinstalled them
but to no avail.
i have installed a new modem as well but same thing.

Please any suggestions?

How do you know for sure that you are connected to the Internet? Do you
know how to ping? If so, try pinging anything on the Internet from the
command prompt, ie: ping www.microsoft.com If you can ping that, you are on
the Internet. If you cannot, the next step is to ping by ip address to see
if you have a DNS problem, ie: ping 216.109.118.65

If you can ping by ip, you are still on the Internet but your DNS address is
probably wrong. Type ipconfig /all at the command prompt and post the
results here for more assistance.

I was able to ping successfully so I did an ipconfig/ all
and it came up with:
Conn-specific dns suffix; blank
Description: wan (PPP/slip)interface
Physical Address: 00-53-45-00-00-00
DHCP enabled: no
IP address: 144.138.150.246
Subnet mask:255.255.255.255
Default Gateway:144.138.150.246
DNS Servers: 203.49.70.92 (and next line)139.134.2.198
Net Bios over icpip:Disabled

I am looking at the DHCP and think it should be enabled.
my computer is set to automatically get a dns and tcp/ip
address from the server

Can you see the problem from here?

Soooo. if you can ping by name and by ip, then you ARE on the Internet.
What happens when you point your browser to a site either by name or ip? Do
you get an error? Do you have another pc you can try on the same
connection? I don't think changing the DHCP settings will make a
difference, but it certainly won't hurt to try that. If you more help it
would help if you post what O/S version you are using and what browser
version.
 
When I point my browser to an IP address it comes up with
an error very quickly and same with email.

I am using IE 6 and Win 2000 pro.
