No internet connection for other user accounts

I've set up a second user account on my computer so my
friend can use it without buggering up my stuff too much.
PROBLEM: when their accont is active and they click on the
Internet Explorer icon on their desktop, they get
the 'make new connection' wizard. Outlook Express does
prettymuch the same thing.
My dialup connection is set to 'allow other network users
to connect...' and 'allow other network users to
control...' but not 'establish a dialup connection
whenever...' My dialup connection shows up in 'Network
Connections' in 'Control Panel' when either account is
active and will succsessfuly connect from the second user
account when i click on its icon, its just that Internet
Explorer and Outlook Express don't seem to realise that
it's there.
Any suggestions?

Click Start | Run | Regedit
Goto the following key:
HKEY_CURRENT_USER\Software\Microsoft\Internet Connection Wizard
Change the data for "Completed" to 1.
Logoff and login to that profile.
Open IE. It should connect.
