No IE connection: Addr bar changes addr's continuously

When I click on IE, a new page opens... BUT the addr
bar "address" keeping changing over and over, and I can
not get an internet connection. I have change the NIC
card, re-installed IE6, re-installed TCP/IP, changed CAT5
cable... with no luck. What I am missing? What is wrong?
Can anyone please help me.
