No Icons in Control Panel

When I click Start and then click Control Panel, the only icon is for the
speakers....nothing else. How do I get back the icons, such as Add
Hardware, Add or Remove Programs, Administrative Tools, etc.

It would be very much like some malware to fix your system so you
can't use things in the Control Panel making it more difficult for you
to fix the problem. Clever!

I would do this first:

Go to Malwarebytes page http://www.malwarebytes.org/, download and
install their free software, update it and run a complete scan.

Please report your findings and results.
