No Home page or dialing

Normally I click on my dsesktop shortcut icon and I get a
blank page associated with the URL smartmoney.com and the
dialing message box appears. It dials the net and I
connect with the smartmoney.com page.

All at once I click on the icon and a blank page with a
refresh screen etc message appears with the smartmoney.com
URL but the message box does not appear and the dialing
does not begin.

However if I click on the mail icon the message box
appears, dialing commences and connection occurs. I can
then click home and it takes me back to smartmoney.com
home page.

I haven't changed any settings.
