no help files for windows

I have posted this question before and I got no helpful replies so I thought
I would have another go and see if anyone could help me out with this
problem.

If I press F1 the windows help pops up and tries to download the help file
from the internet. It tries and fails.
I get an error saying that "Internet Explorer could not open this internet
site. The requested site is either unavailable or cannot be found. Please
try again later."

I am running windows vista RC2 , build 5744
I am connected by a 8 meg always on broadband connection via modem roughter.
I am using Norton anti virus version 10.2.0.224
I am using the firewall that comes with windows

I am at a loss.

Any help or information would grateful accepted.

P.S is there anywhere I could download them from somewhere else (manually)
 
there will be a download from MSFT to reinstall this support I have heard,
but it isn't in by default. You will have to wait till that download is
available.
 
Thanks John, but this should not be relevant as I am trying to bring up the
windows help and not a help file for a program.

the Windows Help program will not ship as a component of Windows. Try using
Help and Support on the start menu
 
I tried that and got the same end result?

IE 7 (the one that came with Vista) is my default browser.

If I click the link the site opens alright.

Perhaps Windows help subsystem is corrupt? Is there a way to reinstall this
without reinstalling vista, or refreshing a registry entry? What do you think
about the theory that the URL resource data is missing?
 
I wondered if anyone knows how I could check to see if the windows help
subsystem is corrupt?
