no "Help and Support"

I have a really strange problem. I just upgraded from Me to xp pro and the only problem I have is "Help and Support". Nothing happens when you click or double-click on the "Help and Support", other than a little bit of hard disk activity and a brief change of mouse pointer to hourglass
No window pops up.
Where do I go from here? Reinstall xp Pro
Could anyone tell me what the name of the "Help and Support" executable is and where it is located
 
You can try running your system file checker. (Disable auto protect on
your antivirus)
You must be logged on as Administrator or as a member of the Administrators
group in order to perform this procedure.
Click START|RUN and type...
"sfc /scannow" (no quotes, and note the
space between "c" and "/")
<enter>
You may be prompted to insert the Windows XP installation CD-ROM. If you
don't have a XP CD You have to:
Point it at the i386 folder - usually located in the Windows folder.

You could always Repair the Windows XP Installation, but you do need the CD
+ that is kind of a drastic step, but if all else fails.

I ran the System File Checker and after running, it just terminates the program
No message window pops up. Very poor interface, if you ask me

they are there. If not, and you feel competent, add them to the
registry. But if you do not know how then GET HELP doing it.

I'm running Windowns XP Professional Version 2002 Service Pack 1.

I'm on Win XP Home SP1 and I have copies of winhlp32.exe in both
C:\WINDOWS\ and C:\WINDOWS\SYSTEM32 - don't know why!! And I don't
really know the correct location.
