No GPO tab

I am trying to create a GPO but do not have a GPO tab in
any of my groups' properties dialog boxes. This is
probably elementary but any help will be appreciated. This
is on a 2000 DC and the GPO snap-in is installed.

Do you have the necessary rights to create/modify GPO's
