no formatting bar in "reply" or "forward"

I can select a formatting bar using tools, toolbar in the "create mail" mode; however, the formatting bar alternative in not available in the "reply" or "forward" modes. How to I turn on the formatting bar alternative in the "reply" and "forward" modes? Thanks.
 
It's not available if you're replying to or forwarding a plain text message.
