No ".exe" files will run

None of my programs will run, except for Microsoft
Explorer. Outlook, Word, my antivirus, games, nothing
will run. I cannot even run system programs because I
would like to restore Windows to a time before this
started happening.

I have XP Home and all of my program icons now show the
triangle similar to the Windows Media Player icon.

When I try to run a program, it usually says that it
doesn't understand what the "exe" file type is and it
wants me to browse the internet to figure it out.

Has anyone seen something like this? How can I get out
of this without reformatting and starting over?
