no events in event viewer

hello,

we have windows 2000 advanced server
and 1 catalog server has emty application ( event viewer )
and system logs, another server a exchange server
has also emty application and system logs
does somebody know what this is.
some times I see them ,but mostly not

I checkt already filter and maximum log size is 1024 kb
in config I see that there are 3 files appevent.evt,
sysevent.evt and secevent.evt and they are 1024 kb big

does anyone know

Make sure that the built-in System account has full control on the files and the
\config folder.
