Added a new HD and installed XP Home, then connected old
HD as slave. Old HD has no drive letter and can't assign
one. XP is NTFS, and old HD is FAT 32. Any help to get me
going would be great.

Does it show in your bios as a slave to primary channel?

If it does then
open disk manager in CP, admin tools, Computer Management.
If you see it click on it and you may get a message about
it being registered or it may just appear as the D: or E:
drive.

If it is not there then,
check master slave jumpers,
switch Master vs. slave connector position on cable.

try the above again.

It is set as slave to primary, Computer Mgmt shows new
drive as (C) and shows old drive with no letter. When
trying to import via diskpart I get a message of - Dynamic
disks are not supported on this system- (But it is
displayed as basic)

That means the file formating is not being recogised.
Are you sure the drive was not orginally set up with some
utility?

If you need the data on the disk you will need to set it
back up as master only and see if it boots, copy data off
to a third device.

If you don't need anything from it,
format it with the disk amn as NTFS and assign a drive
letter.
If your CD is using D: you can change it to a higher
letter like M or R, then assign the slave as D:

NOte - good time to think about partiton usagefor the
second drive.
D: data E: bkups F: Shares and storge.
