No DNS Resolution

Windows 2000 Member server. Dont know the original condition except that
Citrix worked fine.

It was moved to a new location, IP changed. Here are random conditions:

NT 4.0 domain with 2 2000 member servers

Problem: No internet, Local policies error out (not a permissions issue on
%systemroot%),
Citrix Console will not logon locally by IP or Netbios name, but will
remotely!!
Did have static routes that were wrong....removed all static, route table is
good.
No default web via \\ipaddress.

Other 2000 member is fine after same changes
Had to leave/rejoin domain to add group permissions from NT domain. (only
sid was just showing up)
Will ping all local ips and netbios, will ping internal DNS by name and IP.
Will ping external DNS by ip only.(this is a key)
Will ping itself all ways,

Already done:
reloaded network card, reloaded IIS, removed MS client and
reinstalled,flushdns, added static external dns,
added SP4, no way to reload IE-cant find full install, loaded dns and wins
in hopes to reset a weird registry
key, rras is not an issue, searched reg for old ip references and changed

Thought about resetting Kerberos password, but think that is only for AD..??
The previous net was classb, new is class c..
something is not resetting!

Any thoughts please?
 
After a long pause, it returned the internal dns. Any trys after that it
returns it quick.
 
When IE'ing...it displays the site by dns name , then after about 30 secs
the ip shows and says connecting, but it never does.
