no desktop no taskbar no Fn or ctrl key function

Hi. I have a notebook with windows 7
Recently found I could not shut down properly, then i couldn't access task manager thru cntrl alt del, so i started doing it by right clicking task bar and logging off that way.
I starting doing a bit of reading on the internet on the weekend & saw i might have a virus/malware/trojan. downloaded antimalware & spybot but they wouldn't run.
Found a website called bleeping computer with some solutions & earmarked it to work through next weekend.

This morning tried to start computer & found:
a blank screen (with wallpaper) and cursor, but no icons, taskbar, F key function or cntrl keys working
so i can't bring up task manager, start menu or boot in safe mode with F8
It may be relevant that i stupidly messed with task manager end processes last night just before shutting down (i ended some processes without the computer giving me any messages about it not being safe to end them)

Is there any program i can load onto a USB stick or external hard drive & run from there to try & fix this?

you may need to change the boot sequence in the BIOS

should have mentioned my notebook didn't come with a disc (probably because it has no DVD slot)

can i download it onto a memory stick do you think?

someone also mentioned TweakUI to me for starting in safe mode with no F8 function so I'm doing some hunting around on that now...

If you have access to the 'start' button, use msconfig as a forced boot ...

i turned on the notebook again a couple of hours ago and it started up fine as if nothing had ever happened, which is really great news for now, but obviously leaves me worried about what's going on

I will spend the weekend reading a bit more about how to deal with malware (I was unable to run antimalware & spybot after downloading them a few days ago) & I've been unable to log off properly recently as well, so there's definitely something going on

I have 2 USB slots. It's a compaq mini notebook CQ10-500, intel atom 1.66Ghz, 1,00GB, 32-bit operating system, windows 7 starter.
