No context menu when right click taskbar buttons

I can no longer get a context menu when right clicking
taskbar buttons including the start button. How can I get
this function back?

If no shortcut menu appears and the menu flashes, the Enable Dragging And
Dropping check box has been cleared. This option enables shortcut menus and
the drag-and-drop capability.

To enable the option, right-click the Start button, choose Properties, and
then click Customize. If you're using the default Start menu, click the
Advanced tab and then, in the Start Menu Items box, select Enable Dragging
And Dropping.
(If you're using the classic Start menu, the option appears in the Advanced
Start Menu Options box in the Customize Classic Start Menu dialog box.)

Hides the menus that appear when you right-click the taskbar or right-click items on the taskbar.

This entry stores the setting of the Disable context menu for taskbar Group Policy. Group Policy adds this entry to the registry with a value of 1 when you enable the Disable context menu for taskbar policy. If you disable the policy or set it to Not configured, Group Policy deletes the entry from the registry and the system behaves as though the value is 0.

Value Meaning
0 (or not in registry) The policy is disabled or not configured. Context-sensitive menus appear when you right-click the taskbar or items on the taskbar.
1 The policy is enabled. Context-sensitive menus are hidden.

This entry does not prevent users from using other methods to issue the commands that appear on these menus.

Change method
To change the value of this entry, use Group Policy. This entry corresponds to the Disable context menu for taskbar policy (User Configuration\AdministrativeTemplates\Start Menu & Taskbar).
