No computers in Network Neighborhood

I have a computer that does not show other computers in Network
Neighborhood, but can find the other computers with a search. After
being on for a while, other computers sometimes appear in Network
Neighborhood. Can I cause them to appear in Network Neighborhood all the
time?

is the subnetmask on each mashine equal ?
do you use dhcp ?
the ip is the same on the 3 chapters xxx.xxx.xxx.other ?
whats your BS ?
