No Catalog error in Frontpage 2002

I am trying to add a search component to our hospitals
Intranet site. I keep getting an error "no catalog
available error". Does the Indexing server need to be
turned on or off? I am a little confused. My web
admninistrator turned it on when I approached him with
this problem. Other research has expressed that I need to
turn it off. How do I make a catalog available? Any and
all help is greatly appreciated. Thanks

It needs to be Running, AND you need to have a "catalog" created for that
particular web. Just running the service does no good if it doesnt know
it's supposed to look at the files and respond to searches.
