A friend of mine is having this problem after downloading service pack 2 last
night to his xp home edition pc.

When booting, it gives this error (with/without the cd and in safe mode or
repair mode)

It says that these two files are missing

\windows\system32\config\system and spcmdcon.sys

He has no option to browse the drive for them or such, what can he do?

Ask him to boot the machine with his WinXP CD, select Repair,
then select Recovery Console. From there he should type these
commands:
fixboot
fixmbr
bootcfg /rebuild
