No "Backup" in "System Tools"

As the result of a Corrupted Error Report,

I went to backup my files per the instructions. There is no Backup or
Restore Wizard in System Tools. Any ideas on where it is?
I manually copied My Documents and Outlook Express .dbx files to an External
HDD.

Thanks Mark, The Error Reporting Page should have mentioned Backup may not
be installed.
