No authorization. Legit copy of Vista?

Is there a scenario where a new Vista PC delivered to your door would NOT try
to do the Genuine Advantage phone home? Could vendors do that before
shipping, without setting up user accounts?
 
Hi,

None that I know of. For vendors to do it would require that they power up
every machine, logon as the default user, and connect to the WGA site. I
somehow doubt that any of them are going to start doing that.

Yes absolutely. The OS an be installed to be self activating against things
like the BIOS of the machine - so that it does not need out of the box
activation.
This was very common on Windows XP - it was known as SLP "System Lock
Protection" - you can read about it on XP here -

It is still available for OEMs to use on preinstalled Windows Vista, so the
answers to both of your questions is "yes".
