No active directory, what can I do?

Hi,
I can't setup a domain in my computer due to some techniqical problem, and
therefore I can't setup my active directory. Can I ask how can I create a
user account or change user dial-in setting etc. I know how to do that in
active directory, but now I don't have one, so what can I do? Thx.

There is a utility called DCPROMO which if you type at the
command prompt will allow you to make that server a domain
controller. Now as I have never brought a controller in
without first having a domain I must admit I am not quite
sure if this will work. Your server will be the first in
a domain and will become the FSMO server. Again, I have
not used this utility to make a stand alone server into a
FSMO domain controller so watch what you are doing but
this might help you out!!

Use Computer Management from Control Panel.
 
OK, I just set the user setting in computer management, this way seems a
little bit easier for me, thx.
