I had outlook express configured and reading newsposts
until I ran the SBS Internet configuration wizard and
initiated packet filtering in ISA.

I have added an allow filter for tcp port 119. Any other
ideas?

Does "telnet <newsserver> 119" work (to connect and start a session)?
 
Do you have the Firewall Client installed on the workstations? Do not
install it on the server. You shouldn't use the server as a workstation.
