(TS client)
ok to connect to static ip's of svr's
I see a note about ARP for the cisco......

Hi Bill,
You may want to start by checking out the following KB:
243523 Using Terminal Server with Windows Load Balancing Service
http://support.microsoft.com/?id=243523

It is also generally recommended that NLB for TS use a 2 network card
configuration. The second network card should be in a different subnet and
is generally used for communicating to resources that will be accessed by
the load balanced terminal servers (such as file servers or Db servers).

A simple thing that you can check is what mode the NLB cluster is in,
either unicast or multicast. In a single NIC configuration such as this you
must use multicast. Microsoft generally recommends that unicast be used but
this mode can only be used if you have more than one network card. The
reason for this is that some older switches do not operate well with
multicast NLB configurations.

Also as you have already mentioned, you may need to make a static ARP entry
in your Cisco, thi is especially true if you are using multicast.
