I wasn't quite sure how to phrase the description of the utility I was
looking for. I did find it. It is a Steve Gibson utility that accepts
a URL and normally returns the server and version of that site. Many
government sites are now blocking this info, good for them!

I'm going to do a report on information technology and security. I'm
surprised to find many online banks and large corporations that
contain private information on servers running Microsoft-IIS/5.0 or
4.0.

I've only just started getting an idea of who runs what. I see the
above listed as highly exploited, along with the OS, IE, etc.

Yep. Http query.
