You don't. You use something else like Mozilla Thunderbird

Outlook uses Outlook Express in a news-only mode. Which version of Outlook do
you have? Older versions include a Go, News option that opens OE with news only.

Outlook does not support NNTP (network news transfer protocol). It
calls Outlook Express which does support NNTP.
 
That just means you'll use Outlook Express in a /newsonly mode when opening
it through Outlook (as the "Outlook Newsreader"), rather than using the
fully-functional OE for news (with mail functions enabled).
