I am running Windows 7 and Outlook 2007 How can I set up a newsreader in
Outlook ???

You cannot natively. You can use some 3rd party software to achieve this.
Set up your newsreader like OE, WM,WLM or similar to read newsgroups

You will need to install a newsreader. Outlook never has and probably never
will have NNTP (network news transfer protocol) support since corporations
are not clamoring for their employees to waste their worktime in newsgroups.

There are *lots* of NNTP clients available, many of which are free. A few
of them (some of which are no longer supported but still usable) are:
Windows Live Mail
Outlook Express
Thunderbird
XNews
40tude Dialog
XanaNews
MesNews
SuperGravity
Forte Agent

You could also buy an add-in to add NNTP support to Outlook. Newshound and
Mapilab's add-ins are not free. See:
