Newsgroups features not working

Among the millions of other problems I'm trying to solve on my desktop
(writing this from my laptop), when I'm in a newsgroup and want to post a
question, I cannot access the "New" pulldown menu. I click and click, nothing
happens. Even on a freshly (re)installed version of IE7. I refresh...nothing.
(Works fine on my laptop tho, as you can see...) This is just one of weird
things going on with my Windws XP. Another inexplicable anomoly is that in
"Add and Remove Programs", all the programs I use daily show as being used
rarely or occasionally, and the dates "last used" are far in the
past...years, in some cases. I feel something grave is happening, and I'm at
a loss. NO....there are no viruses or malware or spyware present. Any light
you could shed would be forever appreciated.
 
-- That is incorrect...pop ups are allowed. However, on my laptop XP they
are not allowed yet the menu works fine. Also, the reading pane to the right
of the posts does not show any text, and one click does not open the
thread..I have to double click which opens the thread in a new window.
FYI, All my pages load with "Done, but with errors on page". That's true for
pretty much every page I open.
I've come to the site with both all add-ons disabled and enabled and the
problems persist.
I am stumped....

javascript is enabled at IE, tools, options security tab, highlight Internet
zone icon, custom level button, dot the scripting items (scroll down near the
bottom) Active Scripting "Enabel"
 
Thank you, I sure appreciate your enthusiasm! However Java scripting was
already enabled....and the Java module is up to date.....if you have any more
ideas, do send 'em on please!
