Newsgroup-to-forum conversation software?

How does PCreview forums system manage automated newsgroup-to-web-forum conversions? Does vBulletin do this, some other 3rd-party software (and if so, which one?), or is it custom software created by PCreview people?

I see this vBulletin modification:

Is this how it's done?

Actually, it looks like this vBulletin modification is the supported one:
