News Reader in Outlook 2003

I do not have the go | News button available to put on
the toolbar or even the option to make Outlook 2003 the
default News Reader. The button was there at first but
when I moved it to the tool bar it was there until I
closed Outlook, upon restaarting Outlook is is no longer
there and it is not available under the customize options
anymore.

Please help.
