News Button microsoft outlook 2003 still not back

I have read the frequently asked question about the news button.
I have done the steps that would get the news button back, but unfortunately it still is not back.
Can You please get a step by step instructions, so that i can follow the steps.

This is probably the problem ==>> To get the News command back, go back to
the Programs tab in Control Panel | Internet Options and change the default
newsreader to Outlook Express.

Make sure you set OE to be the newsreader in Internet Options.

If OE prompts you to make it your default newsreader the next time you
launch it, click the "Don't ask me again" box and then click the No button.

You may need to reset the menu or toolbar using Tools, customize.
