Newbie--Movie maker color frames

I was wondering if there's a way to put color rectangular frames around a
movie clip? Or even better semi-transparent color frames that tint the
underlying video?

Something like the credits used on the tv series ANGEL:


Altho if it's possible to show a second video clip thru the border, in
picture-in-picture effect, that would be better.
