how do i access the user settings/permissions snap in? like for
example, access what users/groups can do what on the machine?

Been ages since I've booted 2k but is:

Start
Run
Type "lusrmgr.msc" without the quotes
Enter or click OK

right click "My Computer"
select "Manager"
Note the Computer Management window that opens that contains most of the
management information including local users and groups
 
Start|Run|gpedit.msc
Start|Run|secpol.msc /s
