Leave them both the same probably (whichever). An important principle of
DNS: Clients presume that ALL DNS servers they use will return the SAME
(valid) answers.

You decide to leave "recursion" enabled either because you do NOT use
"forwarding" OR because you want the recursion to back up the forwarding
if the (ISP etc) forwarder fails (which isn't usually a big consideration or
you should probably pick a different forwarder anyway.)

Exception: If one of the two servers does the actual Internet recursion,
the
second can forward to "consolidate" the cache on one server -- disadvantage:
if the forwarder fails then you might lose Internet resolution (so again, it
makes
sense probably to leave the 2nd with recursion enabled.)

NO realy reason to disable recursion. If you do, you may not be able to
resolve records other than what the machine is authorative for.

If you disable recursion, DNS will only resolve the zones it owns.

There's shouldn't be a reason to disable it. Leave it at the defaults (enabled) and DNS will work happily.
